The board may hold public hearings before taking action in regard to any matter which the board may deem appropriate. Such hearings shall be held at a time when it is convenient for the general public to attend, and such hearings shall be held at a place which is believed to adequately and comfortably house the anticipated persons attending.
The president or vice-president of the board shall preside at such hearings and shall request every participant to state his/her name, residence and purpose for speaking prior to making any remarks. The procedure governing public participation at board meetings is found in BDA-R.
